Description of indicator Under this SDG indicator "weighted average tariffs (tariffs, additional tariffs and additional financial obligation) in imports from Most-Favoured Nations (MFNs)" is provided.

Weighted average: In order to aggregate tariff value for country groups, it is recommended to make use of a weighting methodology based on the value of goods imported.
Tariffs: Tariffs are customs duties on merchandise imports, levied either on an ad valorem basis (percentage of value) or on a specific basis (e.g. $7 per 100 kg). Tariffs can be used to create a price advantage for similar locally-produced goods and for raising government revenues. Trade remedy measures and taxes are not considered to be tariffs.

Calculation Weighted average tariffs (tariffs, additional tariffs and additional financial obligation) in imports from Most-Favoured Nations (MFNs): In the Import Regime Decree, all products are not only taxed ad-valorem (percentage), but there may also be specific (per kg, per liter, etc.) taxes in some product groups. In order to ensure uniformity, firstly the conversion from specific to ad-valorem was made, then the Customs Duty (CD), Additional Customs Duty (ACD) and Additional Financial Liabilities (AFL) were added together and the total tax amounts were found by multiplying with the import value of each product. In the calculation of “Weighted Average tariffs in import from MFN, the weighted MFN average tax rate is gathered by dividing the sum of the tax amounts calculated on all products by the total imports.

Other information Since tax exemptions within the scope of exceptional applications such as Inward Processing Regime, end-use, civil aviation and investment incentives has not be taken into account in these calculations, the tax rates calculated do not reflect the actual situation exactly, and do show the theoretical protection rates of import policies.

Import data of all products in 2021 and 2022 are used in the calculation of the indicator. As it is known, in the Decree, all products are not only taxed ad-valorem (percentage) and there may be specific (per kg, per liter, etc.) taxes in some product groups. In order to ensure uniformity, firstly specific taxes were converted to ad-valorem taxes, then GV, EMY and IGVs were added and the total tax rates for each product group were found.
After that, the values ​​specified in the "Weighted Average Customs Tariff Rate (Including GV, EMY, IGV)" for imports from "Other Countries" (DU-MFN) in the "Import Regime Decision" are calculated with the total imports in the relevant product group after the above-mentioned tax rates are calculated. The total tax was calculated by multiplying and divided by the total imports of the relevant year.
